The Cold War has long been over, but don’t tell that to the blood-lusting longhairs in Toxic Holocaust: Their new album, “Conjure and Command,” is the soundtrack to nuclear annihilation, some radiation-heavy, scorched-earth thrash with bodies piled into skyscrapers of the dead.
