LETTER: The Biden spending blowout doesn’t cost anything?

If President Joe Biden is correct, and the cost of the $3.5 trillion infrastructure bill is really “zero cost,” then why is he stopping at $3.5 trillion? Why not $5 trillion or $100 trillion?
