LETTERS: Where were U.S. intelligence agencies on Donald Trump and Russian hacking?

The United States has 17 different intelligence agencies. They all “claim” that the Russians had something to do with hacking. My question: Where were they, what were they doing and why didn’t they know what was going on? In other words, we have a lot of “spooks” who don’t have a clue.
