A new plan would make it illegal to camp or sleep downtown and elsewhere in public if beds are open. The city says the proposed ordinance would keep homeless and the public safe. But opponents argue shelters are often full and the plan criminalizes homeless. A city council hearing is scheduled Nov. 6. The public is invited to attend.
