Clark County settles with Rhodes over Red Rock Development

Developer Jim Rhodes can apply for higher-density housing than zoning rules allow on hilltop land near the Red Rock Canyon National Conservation Area after Clark County commissioners Wednesday voted 4-3 to approve an agreement with him that lets him apply for developments under "major projects" of at least 700 acres in size. The county retains the right to reject any proposals. The board's decision drew derisive jeers from dozens of opponents, some of whom testified against the deal.
