Sun City Anthem resident appointed to HOA agency

Gov. Brian Sandoval has appointed Sun City Anthem resident Robert Frank to the state's Commission on Common-Interest Communities and Condominium Hotels, the agency overseeing homeowners associations.

He replaces Marilyn Brainard as representative of homeowners' interests on the seven-member commission that acts in an advisory capacity to the Real Estate Division, adopts regulations and conducts disciplinary hearings.

Frank, a retired U.S. Air Force colonel, served as vice president of the Sun City Anthem HOA in 2007-2008 and is widely known as an advocate of homeowners' rights.

"I like the HOA concept," Frank said Friday. "I hate it when boards are able to get away with corruption and it turns sour. How do we fix the abuses so the HOA works the way it's supposed to?"

Frank said he would start by separating the tribunal function of the commission so that HOA disputes could be resolved at the lowest possible level.
