Man arrested in shooting death has criminal past

A 40-year-old man with a lengthy criminal record was arrested Wednesday in connection with the slaying of a 16-year-old boy last week, Las Vegas police said.

Will Henry Harlan was booked into the Clark County Detention Center on several charges including murder with a deadly weapon, attempted murder with a deadly weapon, battery with substantial bodily harm and possession of a firearm by a prohibited person.

The shooting occurred about 8:20 a.m. April 21 at the Adobe Villas apartments, 3550 E. Lake Mead Blvd., near Pecos Road.

Police said Harlan and two people arrived at the complex in the same vehicle. After all three got out of the vehicle, Harlan shot the two and ran.

Both were taken to University Medical Center, where Manuel Philip Rios, 16, of Las Vegas, died.

Rios died from a gunshot wound to the left chest, the Clark County coroner's office determined. The other victim suffered a gunshot wound to the ear and was expected to survive.

Police said when Harlan was detained, he had outstanding warrants for two counts of battery with a deadly weapon, two counts of kidnapping, assault with a weapon and burglary.

According to Clark County court records, Harlan pleaded guilty to burglary and attempted burglary in October 2007. He was sentenced to 12 months to 30 months in prison. In February 2010, he pleaded guilty to three counts of burglary and was sentenced to 12 months to 30 months in prison with credit for 97 days served in jail, records show.

Police did not release a motive for the shooting. Their investigation is ongoing.
