Metro report describes rape case involving Arizona cop

KINGMAN, Ariz. — A police report provides new details in one of the cases against a former Bullhead City police sergeant accused of forcing himself upon two women he met at the same Laughlin bar during separate October incidents.

Jesse Hoag, 37, is being prosecuted both in Arizona and Nevada.

It has previously been reported that Hoag, who taught criminal justice classes at Mohave Community College in Bullhead City, met one of his students for drinks at the Hideout Bar on Oct. 3. He was placed on paid administrative leave the same day that the 21-year-old reported that Hoag raped her in Bullhead City after they left the Laughlin bar together early in the morning.

While Hoag remained on leave and was under investigation in Arizona he met another woman at the same bar on Oct. 22. The woman’s brother is a sergeant in the Bullhead City Police Department.

A Las Vegas Metro police report said the woman claims Hoag represented himself as another fellow sergeant when he randomly met the woman at the Hideout at 3:26 a.m. That other officer, Sgt. Paul Holstine, was at home during the incident, according to the report.

The report said the woman recognized the name Holstine as her brother’s co-worker, and that Hoag told her he didn’t like her brother. Surveillance video reveals Hoag and the woman shared drinks, dances, hugs and kisses before they entered the men’s room together at 5:04 a.m.

The report said the video showed the woman was upset and was resisting Hoag’s advances when they exited the restroom two minutes later. They nonetheless left the bar together at 5:13 a.m. before the woman returned one hour later claiming that Hoag tried to rape her in his truck, the same truck in which he is alleged to have raped the other woman nearly three weeks prior.

The woman told officers that she volunteered to drive Hoag to a motel because he was intoxicated. The bartender told officers she drank about four beers while Hoag had ordered about 10 beers.

She told officers that Hoag used force and his weight to overpower her, kissing and groping her, pulling his pants down, insisting he wanted to have sex with her despite her resistance. She said she escaped by tricking Hoag, getting him to relax when she said she’d agree to have sex with him at a motel, but not in the vehicle.

The woman exited and retreated from the pickup back to the Hideout, where she claimed she had been attacked, though she asked the bartender to call a cab rather than police. The arriving cabdriver ultimately called police.

Hoag drove away but turned himself in at the Laughlin substation about 12 hours later. He was arrested and booked into jail on an attempted sexual assault charge.

The Metro report said Hoag told investigators that he and the woman engaged in consensual intercourse in his truck. The interview was terminated when Hoag invoked his right to remain silent and was placed in custody.

Hoag has been indicted for two counts of sexual assault in the Arizona case.

Displaying a swollen and bloodied lip, Hoag said he suffered retaliatory violence and expressed concern for his personal safety during a Nov. 11 court appearance in Kingman. Hoag declined to identify his attacker or attackers when contacted by investigators.

Hoag, an 11-year veteran of the Police Department, resigned his position Wednesday. He has declined interviews and his attorney, Las Vegas lawyer Robert Draskovich, has not responded to inquiries.
