CARSON CITY The Nevada Legislature opened its 26th special session on Tuesday after Gov. Jim Gibbons said he would amend the agenda to include language Democrats support to let the state apply for $175 million in federal education money. He also proposed changing a state law on water rights, a response to a Supreme Court case.
