LETTER: Repeat offenders prey on victims … again and again

As a longtime reader of the Review-Journal, I commend the reporters who dig deep and give us the history of people arrested for crimes who were previously arrested — and, in many cases, had charges reduced or were not even charged or given suspended sentences. It’s maddening and painful to see how many of our fine citizens become their victims … again and again.
